The Council
The five Royal Council Positions and their obligations are entailed:
Foreign Policy- S/he oversees all treaty discussions, welcomes and delegates foreign emissaries to and from other countries, and has the responsibility of keeping tabs on all foreign nations (I.e. spies, mercenary information...) to keep the Council up to date on all potential issues. S/he is also responsible for all border control and immigration.
Commerce- S/he oversees all aspects of trade both within the state as well as trade with other nations. H/she has the power to impose tariffs, taxes, and prohibitions on goods. S/he is obligated to keep the economy running smoothly. S/he is also responsible for ensuring that all imported and exported goods are sent through customs with whatever standards s/he sees fit.
Defense- S/he is responsible for the training, disciplining, strategy and deploying of all military and naval operations and for the supply of all necessary items to upkeep both in exceptional state. S/he is also responsible for the Palace Guards and the Monarchy and family's safety. All local police/guards are also under his or her jurisdiction.
Justice- S/he is responsible for overseeing all municipal judges and keeping track of all cases to ensure that justice has been properly served. For significant or crucial cases (including all issues pertaining to the nobility), he/she is expected to reside as judge. S/he is also responsible for writing and editing all laws. Any new laws or revisions must be submitted to the Royal Council before they are passed, but s/he is the interpreter of the laws.
Magical Integrity- S/he is responsible for the training of all magically gifted people. S/he must also seek out all magically gifted people who are misusing and/or abusing their powers and/or are a danger to others and ensure that all people are safe from disastrous magic. (So basically, this is the only time that another position can take over Justice and mete out punishment as s/he sees fit, and s/he can impress training on someone even if s/he doesn't want it for the safety of others). S/he must keep an eye on all magic use in the kingdom to be aware of any potential threat.
Each of the five Royal Council members are expected to delegate responsibility to others to ensure that every aspect of their position is being well represented. In order to achieve all that is asked of them, they are given private apartments for themselves and their entourage in the Royal Palace at Vale as well as competent funds.
